Swiss bus crash kills 28, including 22 children

SIERRE, Switzerland (AP) ? A tour bus slammed into a tunnel wall in the Swiss Alps in a horrific accident that killed 22 schoolchildren and six adults returning to Belgium from a joyous ski vacation, police said Wednesday.

Another 24 students were hospitalized, police spokesman Jean-Marie Bornet told The Associated Press, after one of the deadliest highway accidents in Swiss history left the front of the bus mangled, trapping some people inside. The police chief described a "scene like a war."

The bus carrying 52 people, including students of around age 12 from two different Belgian schools, hit the wall of the Tunnel de Geronde shortly after 9 p.m. Tuesday night on a highway near the southern town of Sierre, Switzerland, in an area of popular ski resorts.

Authorities were still identifying all the victims, said Didier Reynders, the Belgian foreign minister. It was unclear exactly how the accident happened, he said. "It is incomprehensible," Reynders said.

Belgian Prime Minister Elio Di Rupo called it "an extremely sad day for all of Belgium." He arrived in Sion on Wednesday afternoon, and the Belgian government was arranging planes to fly parents and relatives of the victims to the site.

Swiss media reported the injured were taken to hospitals in Sion, Visp, Lausanne and Bern. Belga news agency cited Belgian health minister Laurette Onkelinx as saying three children remain in a coma.

Swiss President Eveline Widmer-Schlumpf also flew to Sion to pay her respects to the victims, survivors and rescue officials. The Swiss parliament held a minute of silence for the victims.

Widmer-Schlumpf assured Belgium her country would do everything in its power to support the injured and the families of the dead, her office said in a statement.

Police said the students spent the last few days at a ski camp and were on their way back to the Belgian provinces of Brabant, Flanders and Limbourg.

While they were there, students at one school kept a blog that brimmed with enthusiasm.

"Today was totally the best," one girl wrote. "The adventurous walk was tiring but mega-cool. We won first prize for cleanest room. Tomorrow it's going to be colder. Byyyeeee!"

On day five of the vacation, a teacher posted a note meant to reassure parents back at home. "For now we do not see much homesickness," the teacher wrote. "But from the reactions of the children we gather that they miss you a little bit."

The bus was carrying students from two towns ? Lommel, east of Antwerp, and Heverlee, near Leuven. In the tunnel, it veered, hit a curb, then rammed into a concrete wall, police said. The front of the bus was heavily damaged, making it difficult for people to get out. Some had to be freed by rescuers.

"The bus hit the barrier stones on the right side of the road. It then hit the tunnel wall head on in an emergency stop space," police said in a statement. "Because of the strong impact the bus was badly damaged and several passengers were trapped in the wreckage."

The police chief in the canton of Valais, Christian Varone, told a news conference that rescuers were greeted by what he called "a scene like a war."

"We have had a number of serious accidents in Valais but nothing like this, with so many young victims," he said.

Initial indications are that no other vehicles were involved in the crash, which occurred in a stretch of tunnel where the speed limit was 100 kilometers per hour (62 miles per hour).

"We will examine everything to find out what happened," said Valais prosecutor Olivier Elsig.

The highway was closed in both directions to aid in the rescue. Some eight helicopters and a dozen ambulances took victims to hospitals. Dozens of firefighters and police, 15 doctors and three psychologists were called to the scene.

"There is this terrible fear and uncertainty," Andre Joseph Leonard, the archbishop of Belgium, who was in Heverlee by coincidence, told the AP. "There are about eight about whom we don't know what happened, leaving their parents in terrible fear."

A government spokesman said a crisis center has been set up and an emergency number provided for families.

The Alpine city of Sierre, near Sion, the capital of Valais, is a gateway to the Val d'Anniviers tourist region and is connected to the Crans-Montana ski resort by funicular railway.

On Wednesday, the peaks towering above valley that had drawn the students were wrapped in clear blue skies and balmy weather, lending a sense of imperturbability that sharply contrasted with the terrible scene that played out in the tunnel the evening before.

The 2.5-kilometer tunnel opened in 1999. German automobile club ADAC gave it the second-best of six ranking levels overall in 2005. Several individual aspects won top ranking, but the emergency management system was deemed "inadequate," the second-lowest level.

The Top Tours company, based in Aarschot, about 25 miles (40 kilometers) northwest of Brussels, was in charge of the bus that crashed. A woman who answered the phone at the company's offices declined to comment, but Belgian Transport Minister Melchior Wathelet said it has a good safety record.

"The company has an excellent reputation. The drivers had arrived (in Switzerland) the night before and rested on the day before the departure. It seems that the rules regarding driving and rest time were respected," said Wathelet. He added the bus that crashed was relatively new.

Two other buses, carrying students from schools in the Belgian towns of Beersel and Haasrode, arrived safely back in Belgium on Tuesday, apparently without having seen the accident.

Dutch foreign ministry said 10 of the children on the bus were Dutch, but said it was not clear if any of them were among the dead.

The previous worst accident in a Swiss highway tunnel happened in 2001, when two trucks collided in the Gotthard tunnel, killing 11 people.

One of Europe's most tragic tunnel accidents happened in March 1999, when 39 people were killed after a truck caught fire in the Mont Blanc tunnel between France and Italy. The blaze burned for two days while firefighters tried to reach victims and vehicles trapped in the tunnel under Western Europe's highest peak.

At midday, the blog of the Sint Lambertusschool in Heverlee was still online, showing kids smiling and frolicking amid the snow.

"Things are super here in Saint-Luc. The skiing, the weather, the food. Its all not bad at all," one boy posted on Saturday. "Tomorrow I play in the Muppet Show. ... I'm now reading the book 'Why Dogs Have Wet Noses.' Very interesting! I miss you all."

March is National Colorectal Cancer Awareness Month and it?s a good time to talk to your primary care doctor about these questions and more, says Dr. Michael J. Stamos, chairman of UC Irvine?s Department of Surgery and president of the American Board of Colon & Rectal Surgery.

He suggests asking your doctor the following questions about colorectal health and digestive diseases:

  • Do I need a screening test for colon and rectal cancer?
  • What screening test(s) do you recommend?
  • How do I prepare? Do I need to change my diet or medication schedule?
  • What?s involved in the test? Will it be uncomfortable or painful?
  • Is there any risk?
  • When and from whom will I get results?

Stamos says the current standard of colonoscopy screening at 50 years old may be changing, particularly for high-risk patients with inflammatory bowel disease or personal or family history of colorectal cancer or polyps.

?More than 90 percent of the cancers appear in people over 50, but we?re seeing more and more people with colorectal health issues in their 40s,? says Stamos. ?A lot has to do with your family history.?

Some people are reluctant to get a colonoscopy or speak to their doctor about colorectal health because they?re embarrassed to talk about that area of their body, he says.

According to the Centers for Disease Control and Prevention, as many as 60 percent of colorectal cancer deaths could be prevented if men and women 50 or older were screened routinely.? It is the second-leading cause of cancer death in the U.S.

?Don?t be a statistic,? says Stamos. ?Don?t be embarrassed to death.?

The tsunami that struck Japan last year destroyed four nuclear reactors at the Fukushima Dai-ichi nuclear power station on the east coast of the country. Radiation spread through the air and into the ocean, and workers labored for weeks to quench the melting reactor cores. Farmland and numerous towns were evacuated and much remains off-limits.

Since then, Japan has been temporarily shutting down its remaining nuclear plants as the public debates whether to swear off nuclear power permanently. But saying no to nuclear has been and will continue to be costly.

Before the accident in Fukushima, Japan got a third of its electricity from nuclear reactors. That made economic sense ? Japan has almost no coal, oil or natural gas to make electricity.

Nuclear Or No Nuclear?

Japan faces a choice ? it can either restart its fleet of 54 nuclear power reactors or keep them offline. If the reactors stay offline, the country will need to meet energy demands by increasing the consumption of fossil fuels.

Economist Mitsutsune Yamaguchi at the University of Tokyo says those nuclear power plants are now idle. "Out of 54 existing plants, only two are in operation, and by the end of April it will become zero," Yamaguchi explained in an interview in Washington, D.C. Yamaguchi has been on several government panels studying what to do about the country's energy dilemma.

Several nuclear plants are still damaged from the quake and the rest have been idled as Japan sorts out what kind of energy it wants in the future.

Yamaguchi says restarting nuclear plants is no longer just up to the central government. It's up to the public. "Even if government says, 'Yes, you can do it,'" he explains, "unless local mayors, governors or local residents say 'Yes,' power companies cannot start" the idled reactors.

Meanwhile, the economy is taking a nosedive. For the first time in decades, Japan's vaunted trade surplus is gone. The country now spends more on imports than it earns from exports. What is Japan buying? Fuel.

"The major utilities in Japan have increased their consumption of fuel oil by more than double," says Jesse Jenkins, an energy analyst at the Breakthrough Institute, a research group. The institute is in favor of nuclear power as a hedge against climate warming. Japan, says Jenkins, "has increased their use of liquefied natural gas by about 27 percent and relied more heavily on coal as a share of their energy use."

And that's expensive. One analysis by the International Energy Agency in Paris says replacing the electricity from idled nuclear plants is costing Japan an extra $100 million a day.

Carbon Emissions On The Rise

Then there are the climate effects. The nuclear reactors were not emitting carbon dioxide, the main greenhouse gas that contributes to global warming. Oil, coal and natural gas do.

Jenkins says Japan's goal to reduce carbon dioxide emissions is now shelved. In fact, emissions are going up. "They're swapping fossil fuels for nuclear and that's driving up their CO2 emissions and the carbon intensity of their electricity supply," he says.

Most of the new fuel is liquefied natural gas. It's cleaner than coal or oil. but Laszlo Varro, with the International Energy Agency, says the amount needed if Japan doesn't return to nuclear power is staggering. "You would need almost 20 percent of the entire global market of liquefied natural gas," he calculates.

Varro notes that a lot of that natural gas comes from the Middle East through the Straits of Hormuz, a shipping route threatened by tensions over Iran's nuclear ambitions.

The Japanese government and green groups aren't happy about relying on fossil fuels, and there's strong sentiment to adopt a new energy mix that relies mostly on wind and solar power. That will take decades, though. Renewable energy in Japan now provides about 2 percent of the nation's electricity; nuclear provided 30 percent.

In the meantime, as the economy recovers from the tsunami and earthquake, industry will need more electricity. The Japanese public will be asked to sacrifice, as they have over the past year. Yamaguchi says it's a daunting future. "It's a mess, you know," he laments. "We have to cut our consumption itself. We did it. But whether we can continue for the coming five, six, seven years without sacrificing the Japanese economy, it's almost impossible."

But Japan has been through tougher times. Its engineers are second to none and the country is wealthy. The IEA's Varro says a wholesale shift to green energy isn't impossible. "It is certainly going to be expensive," he predicts. "How slow it is, that depends on the decisions that Japan makes. Japan is a rich and technologically sophisticated society. I think they have the potential to surprise us."

After the nuclear accident last year, a Japanese word became popular in conversation: "setsuden." It means "energy-saving." Perhaps the next phrase to catch on will be: "necessity is the mother of invention."

A clarion cry that cuts through the xenophobic clutter and the dense fog of war to show that not everyone "over there" is a boogeyman waiting to jump out of the closet. If that sounds terribly simplistic, just consider where we live.

A Separation is more than a character study; it's a deftly plotted drama that unfolds layer after layer and will leave you asking all kinds of questions about your beliefs and moral judgments. Fascinating stuff.

The story has no winners, and the daringly ambiguous ending defies simple conclusions. Even the title can be taken multiple ways.

The movie opens the door on a foreign culture, yet the people do not seem that dissimilar. .... They deal with some of the same struggles ... -- generational and class conflicts, ideological differences, and connecting and communicating emotionally.

AP Interview: Syria opposition chief rejects talks

BEIRUT (AP) ? The leader of Syria's main opposition group rejected calls Friday by U.N. envoy Kofi Annan for dialogue with President Bashar Assad's government, saying such talks are pointless and unrealistic as long as the regime massacres its own people.

As the prospects for diplomacy faltered, a Turkish official said two Syrian generals, a colonel and two sergeants defected to Turkey on Thursday, a day after Syria's deputy oil minister also deserted Assad's regime, making him the highest-ranking civilian official to join the opposition.

The military defections are significant as most army defectors so far have been low-level conscripts.

The U.N. humanitarian chief said the Syrian government had agreed to a joint mission to assess the country's humanitarian needs ? a rare concession by a regime that has greatly limited work by outside groups. But Valerie Amos said she was still waiting for the Syrian government to respond to a long-term proposal to deliver aid.

Activists said at least 26 people were killed across Syria on Friday.

In a telephone interview from Paris, Burhan Ghalioun, who heads the opposition Syrian National Council, told The Associated Press that Annan already has disappointed the Syrian people.

Annan, who has been appointed joint U.N.-Arab League envoy to Syria, has said his mission was to start a "political process" to resolve the conflict in the country. He is due this weekend in Syria where he will meet with Assad.

In comments made in Cairo on Thursday after talks with Arab League chief Nabil Elaraby, Annan warned against further militarization of the Syrian conflict and urged the opposition to come together with the government to find a political solution.

"I hope that no one is thinking very seriously of using force in this situation," Annan said. "I believe any further militarization would make the situation worse."

Annan also said he would be making "realistic" proposals to resolve the conflict. He did not elaborate.

But Ghalioun blasted such statements as unrealistic.

"These kind of comments are disappointing and do not give a lot of hope for people in Syria being massacred every day," Ghalioun said. "It feels like we are watching the same movie being repeated over and over again."

"My fear is that, like other international envoys before him, the aim is to waste a month or two of pointless mediation efforts," he added.

Syrian activists also rejected Annan's call for dialogue.

"It seems he lives on Mars," said Mohammad Saeed, an activist in the Damascus suburb of Douma.

"Between us and Bashar Assad are the bodies of 5,000 martyrs. We can't hear each other even if we wanted to," he said. "What dialogue are they talking about?"

Syria's opposition is fragmented and suffers from infighting, but most factions reject talks with the government while the military crackdown continues.

The U.N. says more than 7,500 people have been killed in the past year since the revolt against Assad erupted in the country's south and engulfed the country. Activists put the death toll at more than 8,000.

The uprising began with largely peaceful protests, but faced with a vicious regime crackdown, it has become increasingly militarized.

The SNC is openly calling for outside military intervention, but the subject is controversial and divisive.

"Any political solution will not succeed if it is not accompanied by military pressure on the regime," Ghalioun said.

Ghalioun faulted Annan for "avoiding" any references to the essence of the problem, which is the regime's use of extreme military force to crush the protests.

"As an international envoy, we hope he will have a mechanism for ending the violence," Ghalioun said.

Ghalioun also welcomed the defection by deputy oil minister Abdo Husameddine and called on other high-ranking government employees "and all those with a conscience" to do the same.

Turkey's state-run television said two Syrian generals and a colonel have defected to Turkey as Syrian forces appeared to be targeting more rebellious areas, including the northern province of Idlib near Turkey.

The officers were among 234 Syrians who have crossed into Turkey since Thursday to find refuge in six camps, Yusuf Guler, the administrator for the Turkish border town of Reyhanli, told Turkey's state-run Anadolu Agency. Already more than 11,000 people have sought sanctuary in Turkey.

Reinforcements have been pouring into Idlib for days, including dozens of tanks and armored personnel carriers, activists said. Rami Abdul-Rahman, director of the British-based Syrian Observatory for Human Rights, said they were being brought to the province's mountainous Jabal al-Zawiya region and town of Saraqeb.

"Many people are fleeing the area, fearing military operations," he said.

The Observatory and other activists said eight of the 26 people who died Friday were killed in the central city of Homs when mortars exploded near residential districts.

Two people were shot dead by Friday by security forces in a village in Jabal al-Zawiya.

Abdul-Rahman said the reinforcements there were either an indication of an upcoming massive operation to regain control of rebel-held areas in Idlib, or an attempt to prevent the creation of a rebel buffer zone near the Turkish border.

The buildup came as U.N. humanitarian chief Valerie Amos toured Syrian refugee camps along the Turkish-Syrian border and met with Turkish Foreign Minister Ahmet Davutoglu on Friday.

Valerie Amos said the humanitarian assessment with the Syrian government was the first step toward setting up what she called a "robust and regular arrangement...which allows humanitarian organizations unhindered access to evacuate the wounded and deliver desperately needed supplies."

Amos said she has submitted a proposal to the Syrian government to ensure the regular delivery of aid and is awaiting a reply.

She also said she was "horrified by the destruction" she saw in the embattled neighborhood of Baba Amr in Homs, which she visited this week. Regime forces took the area from rebels last week after weeks of siege and daily shelling that activists say killed hundreds. Her visit was the first by an outside observer to the area.

"Almost all the buildings had been destroyed and there were hardly any people left there," she said. "I am extremely concerned as to the whereabouts of the people who have been displaced from Baba Amr."

Protesters demonstrated across Syria on Friday, with the aim of rallying the country's Kurdish population in the hopes that members of the long-ostracized minority could help turn the tide against Assad.

Kurds ? the largest ethnic minority in Syria ? make up 15 percent of the country's 23 million people and have long complained of neglect and discrimination. While Kurds have so far not joined anti-government protests in particularly large numbers, authorities are clearly concerned they will. In April, Assad granted citizenship to 250,000 Kurds in an early overture to try to interrupt the momentum of the uprising.

In the past, the government has argued that they are not Syrians but Kurds who fled to the country from neighboring Turkey or Iraq.

Tensions between Kurds and the Syrian authorities have exploded into violence on several occasions. In March 2004, a riot began at a soccer match when the crowd raised a Kurdish flag in the northeastern city of Qamishli. Clashes between Syrian Kurds and security forces spread to the nearby city of Hasaka and to Aleppo, with at least 25 killed and 100 wounded.
